No person shall park a commercial vehicle including any truck, truck tractor or semi-trailer with a registered gross vehicle weight in excess of 36,000 upon any street or alley within the corporate city limits of Stafford, Kansas, whether the vehicle is loaded or unloaded, unless it is experiencing an emergency and for loading and unloading. Violation of this section shall be punishable as set forth in Section 14-504.

It shall be unlawful for any driver, owner or lessee to park or permit to remain on or upon any street, avenue, alley or public right-of-way within the city limits, any vehicle as defined by K.S.A. 8-1485, not bearing a current registration; or any tagged or non-tagged trailer, conveyance, baler, hay mover, tractor or combine, or any other object which takes up space, whether hazardous or non-hazardous , whether tagged or non-tagged, whether used in agriculture, oil field or other; for a period of time in excess of four hours. This section shall not apply to anything determined to be covered by section 14-501.

It shall be unlawful for any driver, owner or lessee of any motor vehicle or trailer, used for the transportation of explosives, radioactive or nuclear reactive material, flammable liquids or liquefied petroleum gases, operating with a LFCL license or operates in a commercial capacity as a retailer, wholesaler or distributor, to park or be parked, or permitted to stand in any area in the city which has been designated a residential area longer than is necessary to make a lawful delivery; provided, that the standing of such vehicle made necessary by mechanical trouble, traffic conditions , accident and obedience to the direction of a police officer or traffic signals, shall not be considered a violation of this section. Fertilizer and ammonia trucks or trailers, or hazardous gases of any kind are included.

Every person convicted of a violation of any of the provisions of this article shall be punished for first conviction thereof by a fine of not more than $100 or by imprisonment for not more than 10 days; for a second such conviction within one year thereafter, such person shall be punished by a fine of not more than $200 or by imprisonment for not more than 20 days or by both such fine and imprisonment; upon a third or subsequent conviction within one calendar year of a violation under this article, such person shall be punished by a fine of not more than $500 or by imprisonment for not more than six months or by both fine and imprisonment. Each day a person fails to comply with this article shall constitute a separate offense and may be charged accordingly.
