Each premise shall have a separate and distinct electric service connection.  Where permission is granted for branch service, each branch must have its own service box, service switch and separate meter. The fee for an electric service connection shall be $75.

The city shall provide and install the necessary wire from its electric lines to the service connection brackets on the building. Connection with the city’s wires at the brackets shall be made by an employee of the water and light system of the city, or by some competent electrician designated by the utility superintendent.

Before connection is made with the municipal electric lines, the wiring in any building or structure must conform to the requirements of the electrical code as provided in section 4-401.

The consumer shall provide, in a suitable location, the meter box, service switch, wiring from the brackets where connection is made with the city’s wires, and such other material and equipment as may be necessary for the proper installation of the meter. All such material and equipment shall conform to the electrical code.

In the event any electric customers require power meters and special meters, there shall be a charge of $1 for disconnecting the meter or meters and a charge of $1 for reconnection of the power and special meters.

All electric motors having a NEMA rating of more than 25 horsepower which are hereinafter installed within the city and which use electric power supplied by the city shall be equipped with a two stage starter.

Electric service shall be alternating current, approximately 60 cycles, single phase or three phase, 120/240 volts, 4-wire delta; 210, 208 volts, 4-wire wye; 240 volts, 3-wire delta, or at any other voltage and phase the city has available for service required.

(a)   The electrical rates for the City of Stafford, Kansas shall be as contained in the following table:

(b)   In addition to the attached rates, the City shall also add to the monthly bill the amount of the energy cost adjustment which is computed separately from these rates. The Base Period Average Cost in the formula will be adjusted to partially off-set the 1.5%/kWh adjustment made to the rate tables. The adjustment will reflect a 1.5% overall change.

(c)   The owner of any real property that is connected to the municipal electrical system for has the capability of being connected to the municipal electrical system shall also be liable for payment of a minimum fee set forth herein for municipal electrical service; regardless of whether such owner connects to the municipal electrical service.
