CHAPTER XIV. TRAFFICCHAPTER XIV. TRAFFIC\ARTICLE 7. EMERGENCY SNOW ROUTES

(a)   Whenever snow has accumulated in the amount of four (4) inches or greater, a traffic emergency will be deemed to have occurred and will remain in effect until snowing has ceased and city streets have been cleared of snow. Until such traffic emergency is terminated, it shall be unlawful to:

(1)   Park a vehicle on any street designated an emergency snow route in section 14-704(a).

(2)   Operate a motor vehicle on any emergency snow route in such a manner or condition that such motor vehicle stalls and is unable to proceed by reason of the fact that the driving wheels are not equipped with tire chains or snow tires.

(b)   The Chief of Police, or in his absence the City Superintendent, during a traffic emergency, is empowered to waive or suspend enforcement of parking regulations not specifically designated with this ordinance.

All streets designated as an emergency snow route shall be conspicuously posted with signs notifying the public of when parking on such streets is prohibited.

All vehicles parked on emergency snow routes must be removed upon the accumulation of four (4) inches or greater of snow on the street, and shall remain off of the route until the snow has ceased and has been cleared from the route by city crews. Any vehicle parked on an emergency snow route after such period of time may be removed or caused to be removed by the city to the nearest garage or other place of safety and the vehicle may not be recovered until the towing and storage charges are paid.

(a)   The following streets are hereby established as emergency snow routes within the city:

(1)   Grand Street from South Main east to South Buffalo.

(2)   From the Intersection of South Buckeye and Grand south to Highway 50.

(b)   The City Superintendent shall cause appropriate signs to be installed along each of the streets designated emergency snow routes under section 14-704(a).

Any operator of a vehicle who shall violate the provisions of this Ordinance shall, upon conviction thereof, be guilty of a traffic infraction and fined an amount not to exceed $100.00.

This Ordinance is designated primarily as a Snow Removal Ordinance; however it can also be used as an All Hazard Emergency Route in the event of any other emergency conditions.
