There is hereby designated a free public library to be named the Nora E. Larabee Memorial Library.

The supervision, care and custody of the library shall be vested in a board of directors consisting of nine members. The mayor shall be ex­ officio of the board members. At the last regular meeting of the governing body in May of each year, the mayor shall, with the consent of the council, appoint two directors to take the place of the retiring directors, who shall hold office for four years and until their successors are appointed.

The rate of levy for library purposes shall not exceed 5 mills.
