The Standard Traffic Ordinance as adopted is hereby modified by adding thereto the following:

The governing body may, by resolution, establish and fix the location of such traffic control devices as may be deemed necessary to guide and warn traffic under the provisions of this chapter, other traffic ordinances and the state laws. The city shall place and maintain such traffic control signs, signals and devices when and as may be required by the authority of the governing body to make effective the provisions of this chapter and other ordinances for the regulation of traffic.  Any official traffic control device placed pursuant to this section shall be marked and labeled on a map of the City of Stafford for the purpose of displaying all such traffic control devices and shall be filed with the city clerk to be open to inspection and available to the public at all reasonable hours of business.

When signs are erected giving notice thereof, no person shall drive in excess of 20 miles per hour on:

(a)   Grand Avenue from Buckeye Street to Buffalo Street.

Signs limiting vehicle speed to 20 miles per hour shall be erected at the following locations to be in effect from 8:00 a.m. to 4:00 p.m. on school days:

(a)   South side of Broadway Street east of intersection with Boston Street;

(b)   North side of Broadway Street east of intersection with Buffalo Street;

(c)   South side of Stafford Street east of intersection with Buffalo Street;

(d)   West side of Buffalo Street south of intersection with Stafford Street;

(e)   East side of Buffalo Street north of intersection with Broadway Street;

(f)    South side of Stafford Street each of intersection with north Keystone Street;

(g)   North side of Stafford Street west of intersection with Park Street;

(h)   West side of Park Street south of intersection with Stafford Street;

(i)    West side of Prairie Street south of intersection with Stafford Street;

(j)    South side of west Broadway Street east of intersection with Green Street.

The governing body may designate by ordinance through streets or stop and yield intersections on other streets and may determine at which entrance or entrances stop or yield signs shall be erected and maintained. When signs are erected giving notice thereof, drivers of all vehicles shall stop or yield as the sign directs before entering any through street or any such intersection.

The following streets within the city are hereby designated as main traffic ways:

(a)   Main Street from the south city limits to the north city limits;

(b)   Broadway Street from the west city limits to the east city limits;

(c)   Buffalo Street from Broadway Street to Martin Street;

(d)   Broadway from East Avenue east to the new city limits, some 450 feet, in the city.

Stop signs shall be erected at the following locations:

(a)   On all streets intersecting Main Street between the south city limits and the north city limits except for those intersections controlled by a yield sign;

(b)   On all streets intersecting Broadway Street between the west city limits and the east city limits, except those intersections controlled by a yield sign;

(c)   On all streets intersecting Buffalo Street between Broadway Street and Martin Street, except those intersections controlled by a yield sign;

(d)   On Fair Street where it intersects Buckeye Street;

(e)   On Grand Avenue where it intersects Buckeye Street;

(f)    On Topeka where it intersects Park Street.

Signs directing on-coming traffic to yield right-of-way shall be erected at the following locations:

(a)   On Camden where it intersects Buffalo Street;

(b)   On Crawford Street where it intersects Buffalo Street;

(c)   On Morrell where it intersects Buffalo Street;

(d)   On Grand Street where it intersects Buffalo Street;

(e)   On north Park street where it intersects Arthur Street;

(f)    On Boston Avenue where it intersects Grand Avenue;

(g)   On Keystone where it intersects Grand Avenue;

(h)   On Old U.S. 50 Highways where it intersects Fair Street;

(i)    On Stafford where it intersects Buckeye;

(j)    On Morrell Street where it intersects Union Street;

(k)   On Fair where it intersects Old Highway 50;

(l)    Old Highway 50 where it intersects Main Street.

The governing body may by ordinance limit the time of parking of vehicles on any street or alley within the city. When signs are erected giving notice thereof, it shall be unlawful for any person to cause, allow, permit or suffer any vehicle registered in his or her name or under his or her control to be parked in any such place beyond the lawful period of time specified by the signs.

Two parking spaces on the street immediately in front of the post office are limited to 10 minute parking between the hours of 8:30 a.m. and 5:00 p.m., Sundays and holidays excluded.

The governing body may by ordinance prohibit the stopping, standing or parking of vehicles on any street or alley where deemed necessary and in so doing may designate zones or places where drivers of vehicles shall not park, stand or stop any vehicle at any time or during specified times. When signs are erected prohibiting the parking, standing or stopping on any street or alley, no person shall stop, stand or park a vehicle in such designated place in violation of such sign.

No parking shall be permitted at any time in the following designated areas:

(a)   North side of Martin Avenue for a distance of 100 feet on either side of the roadway commonly referred to as the Diagonal Cut Off Road.

(b)   On the south side of Martin Avenue, beginning at the east line of the east driveway of the service station of the Roush Oil Company, thence west to a point 50 feet west of the west line of the west driveway of the service station.

(c)   Stafford Street from Seminary Street to Park Street between the hours of 8:00 a.m. to 9:00 a.m. and 3:00 p.m. to 4:00 p.m. on any day except Saturdays , Sundays and school holidays.

(d)   The prohibitions in subsections (a) and (b) shall not apply to any vehicle owned or operated for the benefit of U.S.D. No. 349.

It shall be the duty of all railroad companies , where the line or lines of such railroad companies cross Main or Broadway Street in the city to install and maintain, at its expense, suitable safety devices or warning signals at such crossings, to indicate the approach and movement of trains.

(a)   It shall be unlawful for the driver of any vehicle to use or operate or cause to be used or operated within the City of Stafford, Kansas, any mechanical exhaust device designed to aid in the braking or deceleration of any vehicle which results in the excessive, loud, unusual or explosive noise from such vehicle, or otherwise known as jake-braking.

(b)   The provisions of (a) above shall not be applicable for the hours of 7:00 a.m., to 9:00 p.m., of each day.

(c)   Any person convicted of a violation of this ordinance shall be punished for a first conviction thereof by a fine of not more than One Hundred Dollars ($100.00) or by imprisonment not for a period exceeding ten (10) days, or by both such fine and imprisonment; for a second such conviction within one (1) thereafter, such person shall be punished by a fine of not more than Two Hundred Dollars ($200.00) or by imprisonment for not more than twenty (20) days or both such fine and imprisonment; upon the third and subsequent conviction within one (1) year after the first conviction, such person shall be punished by a fine of not more than Five Hundred Dollars ($500.00) or by imprisonment for not more than six (6) months or both such fine and imprisonment.

(a)   No person operating or occupying a motor vehicle on a street, highway, alley, parking lot, or driveway shall operate or permit the operation of any sound amplification system from within the vehicle so that the sound is plainly audible at a distance of 50 or more feet from the vehicle.

(b)   Sound amplification system means any radio, tape player, compact disc player, loud speaker, or other electronic device used for the amplification of sound.

(c)   Plainly audible means any sound produced by a sound amplification system from within the vehicle, which clearly can be heard at a distance of 50 feet or more.  Measurement standards shall be by the auditory senses, based upon direct line of sight.  Words or phrases need not be discernible and bass reverberations are included.  The motor vehicle may be stopped, standing, parked, or moving on a street, highway, alley, parking lot, or driveway.

(d)   It is an affirmative defense to a charge under this section that the operator was not otherwise prohibited by law from operating a sound system, and that any of the following apply:

(1)   The system was being operated to request medical or vehicular assistance or to warn of a hazardous road condition;

(2)   The vehicle was an emergency or public safety vehicle;

(3)   The vehicle was owned and operated by the City of Stafford or a gas, electric, communications or refuse company;

(4)   The system was used for the purposes of giving instructions, directions, talks, addresses, lectures or transmitting music to any persons or assemblages of persons in compliance with ordinances of the City of Stafford;

(5)   The vehicle was used in authorized public activities, such as parades, fireworks, sport events, musical productions and other activities which have the approval of the department of the city authorized to grant such approval.

(e)   Any person, individual, partnership, corporation or association who violates any of the provisions of this section is guilty of an ordinance violation, and upon conviction, shall be punished as a Class C misdemeanor under said the city code.  Each day of any violation is found to exist or continues to exist shall be a separate offense and punishable as such hereunder.

The City hereby declares and designates that the alley lying between and parallel to Main Street and Union Street in the City of Stafford, Kansas be designated as a one way alley.  All traffic shall be designated one way Northbound from Broadway Street to Stafford Street in said alley.
