The City of Stafford, Kansas owns and operates the Stafford Airport and the following provisions and regulations are hereby made to maintain the safety and regulate the use of the Stafford Airport.

The City of Stafford shall have the right to execute leases for the placement of hangers on the Stafford Airport property. Hangers owned by the City of Stafford shall be maintained and leased to aircraft owners/operators who have and keep airplanes at the Stafford City Airport. Leases will also be executed for aircraft owners/operators who own their own hanger but lease the ground the hanger is attached to at the Stafford City Airport. Both types of hangers shall be subject to these regulations. Any deviation from Sec. 12-4-102 shall be upon approval of the Stafford City Council who shall accept or reject the request.

All hangers on the Stafford Airport shall be used primarily for the storage of aircraft and/or aviation related activities. Storage of tools, supplies and equipment related to the service, maintenance and operation of aircraft shall be allowed. If excess space is available in a hanger, an aircraft owner/operator may use the space for storage of their personal vehicles and equipment. Storage of chemicals not used in the supply, service or maintenance of aircraft shall not be allowed. A request for deviation for Sec. 12-4-103 shall be presented in writing to the Stafford City Council who shall accept or reject the request.

Sale of hangers located at Stafford City Airport. In the event of the sale of one of the hangers which is privately owned but placed on the leased ground from the Stafford City Airport, then the City shall have the right to approve or disapprove of the sale if it is not in compliance with this ordinance. The Stafford City Airport Board shall serve as the committee to review and determine if the sale shall be approved based upon the proposed use of the hanger. An owner wishing to sell their hanger shall give the City 30 days notice before the sale is to close to allow the City to inspect and review the contract. The City reserved the right to terminate any ground lease that the hanger sits on if the sale and use of the property is not in compliance with these regulations.

Annual lease payments shall be paid annually when due. In the event the lease payments are not made then the City shall have the right to terminate the lease.

In the event that hangers are damaged or otherwise in disrepair, the City reserves the right have the owner of the hanger to repair the hanger or remove the hanger from the airport after notice is given. The owner shall have 90 days to repair the hanger or have it removed from the Stafford Airport.

The city can lease the airport property not used for aviation purposes to a farmer to plant crops on the open ground. No farm equipment shall be stored or kept on the Stafford airport runways or ramp area. There shall be no planting of crops within 15 feet of the runways, taxiways or aprons of the Stafford Airport. No livestock shall be allowed to graze on the Stafford Airport property. There shall be no hay or forage stored on the Stafford Airport property.

Any violation of these regulations shall be an unclassified misdemeanor and punishable as set forth in the city code. A ticket may be issued for each day that the violation occurs.
